Waste Classification

EWC 19 03 covers stabilised or solidified wastes resulting from waste treatment processes. Sub-entries: 19 03 04* (wastes marked as hazardous, partially stabilised), 19 03 05 (stabilised wastes not covered by 19 03 04), 19 03 06* (wastes marked as hazardous, solidified), 19 03 07 (solidified wastes not covered by 19 03 06). Stabilisation reduces leachability; solidification improves handling characteristics.

Stabilisation/solidification (S/S) involves mixing hazardous waste with cement, lime, pozzolanic materials or proprietary binders to chemically immobilise contaminants and reduce permeability. The process does not destroy contaminants but converts them to less mobile forms. Treated product must meet WAC before landfill under Landfill Directive 1999/31/EC.

Partial stabilisation (19 03 04*) retains hazardous classification because immobilisation is incomplete or treatment does not achieve WAC. Full stabilisation meeting WAC produces 19 03 05, which may be disposed at non-hazardous landfill, significantly reducing disposal costs. Quality management and routine leachate testing are essential to verify classification.

Hazardous landfill (partially stabilised)

Primary

Partially stabilised hazardous waste (19 03 04*) disposed at permitted hazardous landfill meeting WAC for hazardous cell. Monofill cells for specific waste types may be operated at certain facilities. Landfill gas monitoring and leachate collection required under Landfill Directive.

Non-hazardous landfill (fully stabilised)

Secondary

Waste achieving full stabilisation and meeting non-hazardous WAC reclassified 19 03 05 and accepted at non-hazardous landfill. Significant cost saving over hazardous landfill disposal. Continued leachate monitoring at landfill confirms ongoing immobilisation performance.

Civil engineering fill applications

Backstop

Solidified wastes meeting aggregate performance specifications used as engineered fill in civil engineering under controlled conditions. Application requires site-specific risk assessment for contaminant mobility. End-of-waste status unlikely without robust national criteria.

Regulatory Context

Landfill Directive 1999/31/EC — WAC for stabilised waste

Stabilised wastes must meet WAC criteria under Decision 2003/33/EC for the landfill category (inert, non-hazardous or hazardous). EN 12457 batch leaching test used for compliance assessment. Meeting WAC does not automatically reclassify waste as non-hazardous if intrinsic HP properties remain.

WFD 2008/98/EC — treatment before disposal

WFD Art. 12 requires that waste is pre-treated before landfill where technically feasible, unless unnecessary for hazard reduction. S/S constitutes accepted pre-treatment for many hazardous waste types. However, S/S does not reduce mass or volume and may not represent the best option in the waste hierarchy.

IED 2010/75/EU — S/S facility operations

Large S/S facilities treating hazardous waste above IPPC thresholds require IED permit. WT-BREF BAT conclusions apply. Mixing ratios, curing times and leachate test results must be documented. Worker exposure to cement dust and hazardous waste components controlled under OEL provisions.
