Federal RCRA codes are only half of a US waste identity. Authorized state programs layer their own classification and coding systems on top — and generators must carry both.

Under RCRA, most states run EPA-authorized hazardous waste programs and may impose stricter or broader requirements than the federal baseline. Texas is the clearest example: every industrial waste stream — hazardous or not — must carry an 8-digit Texas waste code built from a sequence number, a form code and a classification character. Federal RCRA codes identify what makes a waste hazardous; state codes describe its physical form and state-level class.
