United States
Federal RCRA codes are only half of a US waste identity. Authorized state programs layer their own classification and coding systems on top — and generators must carry both.
Under RCRA, most states run EPA-authorized hazardous waste programs and may impose stricter or broader requirements than the federal baseline. Texas is the clearest example: every industrial waste stream — hazardous or not — must carry an 8-digit Texas waste code built from a sequence number, a form code and a classification character. Federal RCRA codes identify what makes a waste hazardous; state codes describe its physical form and state-level class.
131 form codes (30 TAC §335.521(c) Appendix 3), classifications H, 1, 2, 3, and the 8-digit Texas waste code structure.
80 California hazardous waste codes (22 CCR Chapter 11, Appendix XII), required on manifests alongside federal codes.
7 state-specific waste numbers (WAC 173-303-104): toxicity, persistence, solid corrosives and PCB sources.
