EWC 19 03 covers stabilised or solidified wastes resulting from waste treatment processes. Sub-entries: 19 03 04* (wastes marked as hazardous, partially stabilised), 19 03 05 (stabilised wastes not covered by 19 03 04), 19 03 06* (wastes marked as hazardous, solidified), 19 03 07 (solidified wastes not covered by 19 03 06). Stabilisation reduces leachability; solidification improves handling characteristics.

Stabilisation/solidification (S/S) involves mixing hazardous waste with cement, lime, pozzolanic materials or proprietary binders to chemically immobilise contaminants and reduce permeability. The process does not destroy contaminants but converts them to less mobile forms. Treated product must meet WAC before landfill under Landfill Directive 1999/31/EC.

Partial stabilisation (19 03 04*) retains hazardous classification because immobilisation is incomplete or treatment does not achieve WAC. Full stabilisation meeting WAC produces 19 03 05, which may be disposed at non-hazardous landfill, significantly reducing disposal costs. Quality management and routine leachate testing are essential to verify classification.
