A waste stream is matched to candidate off-takers by capability and compliance, not by keyword similarity or a self-reported listing — the same match run twice on the same inputs returns the same answer.

What the algorithm checks

A candidate off-taker is scored against the waste stream's composition, hazard classification, and declared processing capability, then filtered against sourced regulatory compliance data for the receiving facility and jurisdiction. A candidate that fails a compliance check is dropped, not down-ranked.

The result is deterministic: given the same stream and the same off-taker registry, the algorithm returns the same ranked set every time — there is no randomness or prompt-dependent variation in the matching decision itself.

How this differs from a keyword or directory match

A waste-exchange directory returns any listing that mentions a similar material and leaves compliance and capability checking to the reader. This algorithm filters on sourced regulatory and capability data before a candidate is ever surfaced, so a returned match has already cleared the checks a directory listing has not.

Off-taker capability is drawn from public facility registries, not self-reported profiles, so a match reflects what a facility is permitted and equipped to process.

Waste-code classification, off-taker capability, and jurisdictional compliance thresholds are drawn from public regulatory catalogues (European Waste Catalogue, RCRA, Basel Convention, state waste codes) and public facility registries (E-PRTR) — every gate the algorithm applies traces back to a public source, not an internal heuristic.
