How this waste ships

This entry is subject to the prior-informed-consent procedure: the exporter files a written notification through the competent authority of dispatch, and every authority involved — dispatch, transit and destination — must consent before the first movement. Shipments also require a movement document and a contract with financial guarantees.

Shipment paperwork pairs Y49 with national classifications — the European Waste Catalogue inside the EU, and EPA RCRA codes for US imports and exports.

Where can a Y49 stream go?

Recognized recovery routes for this waste family, ranked by typical recovery tier. Which route fits depends on your specific stream — composition, volume and region.

Classification into the A/B shipping lists

Medium recovery

A Y category alone does not set the control regime: the stream must be matched to an Annex VIII (A-list, amber) or Annex IX (B-list, green) entry, which determines how it can move for recovery.

Regulation (EC) 1013/2006 Annex V — A/B list classification

Recovery operations R1-R13 under the applicable control

Medium recovery

Once classified, the stream routes to a recovery operation — energy recovery, solvent reclamation, metal recovery — under either green information requirements or amber notification.

Basel Convention Annex IV — recovery operations R1-R13

Domestic recovery without transboundary movement

Medium recovery

Routing the stream to a recovery operator inside the country of generation avoids the Basel procedure entirely — often the faster path when domestic capacity exists.

Basel Convention Annex IV — recovery operations R1-R13

These are the typical routes for the Y list. Your stream's actual options depend on its composition and where it sits.
